LLINOIS LICENSURE INFORMATION

What Should I Do Now?
  • Everyone must have an ELIS account to register, renew, or apply for licenses or endorsements.

    To create an account on ELIS: (Click here for a short instructional video, courtesy of the Madison County ROE)
    • Go to https://www.isbe.net/Pages/Educator-Licensure-Information-System.aspx
    • Click on "Educator Access - Log in Now"
    • Click on "first time access"
    • Fill out all personal information required and click continue
    • On the next screen, you will have a confirmation screen click continue.
    • You have now created your ELIS account and can view your license, apply for new endorsements, update your personal information and much more!
    Please note: The Regional Office of Education can no longer accept any paper forms or fees. When a transcript is required, it must be an official transcript. To be considered official, it must be in a sealed envelope from the university. All letters of recommendation and letters of experience must be original letters on school/company letterhead with original signature.

    Out of State Applicants

    IMPORTANT: Please be aware that ISBE will be developing new rules to accompany recent changes to state law effective January, 2017 regarding educator licensure (SB 2912). The information in this document is subject to change with new rules, so please verify with our office that the information is still in effect at the time you apply for your Illinois Professional Educator License.

    If you hold a valid out-of-state educator license, you will qualify for an Illinois Educator License with Stipulations Provisional Educator (ELS PEDU):

    Application in ELIS
    1. Official transcript with bachelor's degree or higher awarded.
    2. *Please send your official transcripts and a copy of your out-of-state license to our office.
    3. In order to get a full Illinois Professional Educators License (PEL) you must also meet other Illinois minimum requirements.
    4. Student teaching or equivalent experience*
    5. Licensure Tests: Basic skills test from out of state as well as content area tests. EDTPA test: EDTPA will be waved with one year of proficient teaching experience in Illinois on your ELS license.*
    6. *If your state did not require a basic skills test or content area test you will be able to complete this requirement after receiving your ELS license.
    7. Verification of course content on exceptional child, reading methods, English language learners.*
    *In order to verify out of state student teaching, licensure tests, and additional coursework you will need to send to your university the State Approved Program and Completion of Standards Verification form 80-02 which can be found at https://www.isbe.net/Documents/80-02-standards-verification.pdf.

    Your university will send the completed form directly to ISBE per the instructions on the top of the form. This form will indicate that you have completed all requirements.

    If the 80-02 form is completed by your out of state university most applicants will only be deficient in the EDTPA test which will be waived with one year of proficient teaching in Illinois.

    To apply you will need to log into the Educator Licensure Information System (ELIS) at www.isbe.net
    1. Click on teachers then log in to ELIS
    2. Click on Educator Access
    3. Click on Sign Up Now on the left side of the page (Click here for a short instructional video, courtesy of the Madison County ROE)


    4. *Once you fill in all of the required fields, you will click to continue. Once logged into ELIS, you will click to apply for an Illinois Professional Educator License (PEL) and follow the application wizard to apply for your Illinois license. If you have not met all of the Illinois requirements for the PEL, but have met the ELS PEDU requirements ISBE will automatically issue the ELS PEDU.

      *ISBE is currently running at more than 30 days for issuance of Illinois licenses. The ELS PEDU is valid for a minimum of two full fiscal years, July 1st through June 30th and is also renewable under certain conditions.

    Substitute Teaching


    Substitute Process

    • Go to https://www.isbe.net/Pages/Educator-Licensure-Information-System.aspx
    • Click on "Educator Access - Log in Now"
    • Click on "first time access"
    • Fill out all personal information required and click continue
    • Create a user name and password using your social security number, birthday and other personal information
    • Once logged in, click on "Apply for an Illinois License, Endorsement, or Approval"
    • Follow the steps and click "application for substitute" You will pay $50 plus $1.75 convenience fee.
    • Send your official sealed copies of transcripts to us. It must be from a regionally accredited university and it must show a bachelor's degree or higher. Send to our office at:

    • The license will take around 8 weeks to be evaluated and possibly issued
    • Once it goes from saying "pending review" to "issued" on your ELIS account you may register your license
    • You simply click on registration and follow the steps and pay $50.00 plus $1.75 convenience fee.
    • Stop by our office to pick up a sub packet to be completed before you may begin working.

    Paraprofessional (Teacher Aide)


    Paraprofessional (Teacher Aide) Process

    1. Go to https://www.isbe.net/Pages/Educator-Licensure-Information-System.aspx
    2. Click on "Educator Access - Log in Now"
    3. Click on "first time access"
    4. Fill out all personal information required and click continue
    5. Create a user name and password using your social security number, birthday and other personal information
    6. Once logged in, click on "Apply for an Illinois License, Endorsement, or Approval"
    7. Follow the steps and click "apply for a paraprofessional endorsement (NCLB)" You will pay $100.00 plus $1.75 convenience fee.
    8. Send one of the following: Official sealed transcripts from a regionally accredited university showing at least 60 credit hours OR Official Work Keys scores OR Parapro Assessment score report
    9. Also send a copy of your high school diploma or transcripts
    10. All documents may be sent to: St. Clair County ROE, 1000 S. Illinois St. Belleville, IL 62221
    11. The license will take around 8 weeks to be evaluated and possibly issued once all documents have been submitted
    12. Once your credentials in your online ELIS account go from saying "pending review" to "issued" you may register your license
    13. You simply click on registration to follow the steps and pay $50.00 plus $1.75 convenience fee.

    • Go to ISBE ELIS System
    • Click on "Educator Access"
    • Click on "Former ECS Users Click Here for First Time Access to the ELIS System"
    • Fill out all personal information required and click continue
    • On the next screen, you will have a confirmation screen click continue.
    • You have now created your ELIS account and can view your license, apply for new endorsements, update your personal information and much more!
    Professional Development Requirements:
    • Professional Educator License (PEL) Renewal and Registration Requirements
    Registering Your Professional Educator License on ELIS: You must only register when your license is up for renewal. The record of a certificate's validity is available on ELIS under current credentials.

    To Register: Click on Register in ELIS and follow the wizard. You will be prompted to pay a fee and online convenience fee via Credit Card. (There are no other options for payment other than credit card at this time.)
